ACHIEVEMENT/ABILITY DISCREPANCY- A criterion often used to determine whether a child has a learning disability.
ACCOMMODATION- A change in how a student accesses and demonstrates learning, but it does not substatially change the instructional content.
ADAPTIONS- Changes in educational environments that allow students with disabilities to participate in inclusive environments by compensating for learners’ weaknesses.
ANNUAL GOAL- Statement describing the anticipated growth of a student’s skill and knowledge written into a student’s yearly Individualized Education Program (IEP).
AUGMENTATIVE AND ALTERNATIVE COMMUNICATION DEVICE (AAC): AAC includes all forms of communication (other than oral speech) that are used to express thoughts, needs, wants, and ideas. An AAC device is a tool that uses a non-speech mode of communication to augment spoken language. AAC devices include electronic devices that digitize or synthesize speech and non-electronic communication aids such as manual communication boards.
BEHAVIOR INTERVENTION PLAN (BIP): A plan that targets one to three of a student’s undesirable behaviors with interventions that are linked to the functions of the behavior; each intervention specifically addresses a measurable, clearly-stated targeted behavior. A BIP can include prevention strategies, which stop the behavior before it begins, as well as replacement behaviors, which achieve the same function as the disruptive behavior without causing disruption.
BEHAVIOR SUPPORT PLAN (BSP): A proactive action plan to address behavior(s) that are impeding learning of a student or of others in his or her classroom.

EXTENDED SCHOOL YEAR OR ESY- A provision for a special education student to receive instruction during ordinary school "vacation" periods, or supplementary before school hours and after school hours.
FAPE- Free and Appropriate Public Education under IDEA (Individual with Disabilities Education Act).
504 Plan- Provision of the Rehabilitation Act of 1973 which prohibits recipients of federal funds from discrimination against persons with disabilities.
FUNCTIONAL BEHAVIOR ASSESSMENT- Functional behavioral assessment is generally considered to be a problem-solving process for addressing challenging student behavior. It relies on a variety of techniques and strategies to identify the purposes of specific behavior and to help IEP teams select interventions to directly address the challenging behavior.
HOME-BOUND TUTORING- Tutoring that takes place at home instead of at school if a child has an extended illness.
IEP- Individual Educational Plan/The document developed at an IEP meeting which sets the standard by which subsequent special education services are usually determined appropriate.
INCLUSION- A popular philosophical position based upon the belief that we need to return to one educational system for all students and that every student is entitled to an instructional program which meets his or her individual needs and learning characteristics.
LEA/Least Restrictive Environment- The educational setting or program that provides a student with as much contact as possible with children without disabilities, while still appropriately meeting all of the child’s learning and physical needs.
MAINSTREAMING- It refers to IDEA's preference for the education of every child in the least restrictive environment for each student and has been most widely used to refer to the return of children with mild disabilities to a regular classroom for a portion of each school day.
OCR - US Office for Civil Rights. An agency of the federal government's executive branch within the Department of Education. It is charged with enforcing a number of civil rights statutes including Section 504.
OHI- Other health impairment means having limited strength, vitality, or alertness, including a heightened alertness to environmental stimuli, that results in limited alertness with respect to the educational environment, that--
PRIOR WRITTEN NOTICE (PWN) - Must be used to inform parents of their rights. It is a form that schools must use to tell parents why they’re doing what they’re doing, or why they’re not doing what they’re not doing. They must tell parents in writing.
PROGRESS MONITORING- A methodology in which a child's progress in the curriculum is measured at frequent intervals.
REGRESSION/RECOUPMENT- The amount of loss of skills a child experiences over an instructional break (primarily summer vacation) and the amount of time it takes him/her to recover the lost skills.
RELATED SERVICES- Services (other than medical care which is not for diagnostic purposes) a child needs in order to benefit from his or her special education program. Examples of related services include: audiology, psychological services, physical and occupational therapy, recreation, counseling services, interpreters for persons who are deaf or hard of hearing, and medical services for diagnostic and evaluation purposes.
RESOURCE PLACEMENT- A special education placement for less than half a child's school day. Such a classroom is usually called a "resource room."
SHORT-TERM OBJECTIVE- Part of a child’s IEP that breaks down an annual goal into small, measurable steps. Each annual goal must have at least one short-term MEASURABLE objective.
SOCIAL COGNITION- The ability of an individual to function socially in many different environments.
THEORY OF MIND- The ability to attribute mental states—beliefs, intents, desires, pretending, knowledge, etc.—to oneself and others and to understand that others have beliefs, desires, and intentions that are different from one's own.
TRANSITION SERVICES- This is planning for adolescents' post-school lives and must begin by age 14-1/2.
